В случаях блокировки ни к сайту, ни к клиенту нет доступа. Если доступ к сайту есть, но нет доступа к клиенту. Возможна блокировка со стороны провайдера клиента. Так как клиент, строго требует, защищенного соединения. Если ваш провайдер требует открытого соединения, то вы можете замечать в своем браузере, при входе на сайт, проверку вашего браузера скриптом cloudflare.
