online character cant use stairs

its strange i know. since latest update my character floats above stairs. if i climb a car and walk off, i stay at car roof height floating. only way down is no clip. its to the point missions are funny but unplayable. tried reset settings, delete settings and the whole reinstall both game and launcher. works fine without d2 loaded. all prots etc off. no lua files either. is it just me? Worked fine yesterday.
