Rockstar Social Club is gone, how do I disable Battleye in Steam to use Requiem

Since Rockstar Social Club is gone, I can no longer disable Battleye per that method.  I have attempted to disable Battleye by modifying the properties for startup in Steam for GTA Legacy by removing Battleye from startup, but it is still there.  Is there another workaround because I'm still getting the following error message.
