Im trying to do cayo heist with my friend with FSL on and every time i start it  it say there not enough people to start this heist or it just loop on starting forever

but then if i dont have a fsl they cant join me they have BE and i have not BE

FSL doesn't sync with the online servers of GTAV   which is why you can't do this. 

The only way to play with your friend is both of you need to have the menu, and be in invite only.    As it says in the above link.
