Where and how can i install FSL?

Hi! 

My friend, who is relatively new to the game needs money fast. And to do this, I need to assist him in doing set ups and heists and it would be a lot easier with the mod menu, but it crashes everytime due to me not having FSL when I try to log into a public session. 
 

Can you suggest me a safe website to download an FSL from?
