Launcher will not open

Upon initially opening the launcher everything works perfectly. I close the launcher and Gta5 and go on about my day. When i later want to open it up a 2nd time the executable does not work. My cursor displays the loading animation for a second and nothing happens at all. I have to redownload in order to open again.  I run as admin, i whitelist in windows defender, i have security permissions all on, but nothing. Please help :')
