If you are sure that no application is blocking the Launcher from accessing the network, you have to find the reason why "something" is causing the Launcher to connect using HTTP1.1 instead of 2.0. HTTP1.1 connections are forbidden by both - Launcher and server.

No, server is online. Try to use VPN in such cases. At least - just for test.
